Implementation period: 8/2026 – 7/2028

Budget: €207,958, of which €124,774 is EU-funded

Granting authority: Council of Oulu Region

The project is co-funded by the European Union. The funding is provided by the Council of Oulu Region. The project is implemented by BusinessOulu.

The project strengthens the service pathway for companies locating in Oulu and makes relocation services more easily accessible. It integrates the key attractions of Oulu’s innovation ecosystem—such as research, expertise, and support for corporate product development—into “Invest in” activities. A Proof-of-Concept (PoC) operating model is being developed to address the product development challenges faced by companies establishing operations in the area; this model will enable the systematic use of PoC activities to solve development challenges faced by ecosystem stakeholders. The PoC model is being piloted and tested using a real-world “Invest in” case. Complementing this solution-oriented PoC model, the project implements challenge-driven co-creation, involving the identification of genuine challenges and the testing of new solutions in real-world environments. Additionally, methods for assessing the impact of “Invest in” activities are being developed.
