When can the municipal employment supplement support your recruitment?
You can receive the municipal employment supplement when you hire an unemployed job seeker from Oulu. The supplement can be used to cover the employee’s salary costs and statutory employer costs.
How much municipal employment supplement can an enterprise receive?
- Amount: 50% of salary costs, up to €1,500 per month
- Duration: up to 12 months
For an apprenticeship, the supplement may be granted for the entire duration of the apprenticeship.
Who can an enterprise hire?
The person hired must:
- live in Oulu
- have been registered as an unemployed job seeker for at least three months.
The supplement applies to employment relationships starting between 1 January and 31 December 2026. The employment relationship must last for at least 12 months.
How to apply for the municipal employment supplement
- Find a suitable job seeker from Oulu for the position.
- Check that the job seeker is eligible for the municipal employment supplement. The job seeker can check this in their employment plan or with their personal coach.
- Apply for the municipal employment supplement through the City of Oulu eAsiointi service. Submit the application preferably before the employment relationship begins, but no later than three months after the start of employment. If you submit the application later, the supplement can be granted to start no earlier than from the beginning of the month in which the application was submitted.
- Apply for payment of the supplement.
The municipal employment supplement granted to enterprises is de minimis aid. In the application, report any de minimis aid your organisation has received during the previous three years.

Payment of the supplement
Apply for payment electronically through the City of Oulu eAsiointi service. The supplement is paid retrospectively based on actual salary costs.
Payment schedule: Apply for payment in periods of one to three months. Submit the application for the final payment no later than one month after the employment relationship ends.
Frequently asked questions
Can the municipal employment supplement be received in addition to a wage subsidy?
The application process for the municipal employment supplement for enterprises has changed. From 1 January 2026, the municipal employment supplement is applied for as a separate form of support. Enterprises cannot receive two forms of recruitment support at the same time. Associations and other community employers may, in some situations, apply for a municipal employment supplement in addition to a wage subsidy.
