In the summer of 2025, more than 3,000 young people in Oulu found work with summer job vouchers. More than 800 employers offered summer job voucher jobs. Thank you to the employers and active young people!

Dear employer, the amount of summer job voucher subsidy has changed.

With a summer job voucher, you can employ a young person aged 15–17 (born between 1 May 2008 and 30 April 2011) from Oulu to work during the summer period from 1 May –30 September 2026. The summer job voucher employment lasts two weeks and the working time is 30 hours per week or 60 hours in total during the summer period. The young person can use one summer job voucher during the summer and it is personal.

Companies, associations, organisations, clubs or foundations operating in the Oulu city region (Oulu, Hailuoto, Ii, Kempele, Liminka, Lumijoki, Muhos, Pudasjärvi, Tyrnävä, Utajärvi and Vaala) can employ people with a summer job voucher from the City of Oulu. The employer must have a Finnish business identity number. This means that a private person cannot employ anyone with a summer job voucher. The applicant (employing company) must be registered in the trade register, excluding sole traders engaged in farming or fishing. The applicant must also be registered as a pre-tax company. If the applicant is not registered as a pre-tax company, the beneficiary must be able to prove that the relevant obligations have been met if requested to do so.

We will subsidise the employer’s salary costs for the young person with a summer work voucher to the amount of EUR 400. The employer is left with a deductible for salary costs. The employer must pay the young person a salary in accordance with the collective agreement or universally applicable collective agreement. The salary paid to the young person must be at least equal to the minimum salary for the employment condition.

If there is no collective agreement or universally applicable collective agreement in the sector, the employee must be paid so that the minimum salary under the Unemployment Insurance Act is met (Chapter 2, Section 10 of the Employment Contracts Act). In 2026, the minimum salary to be counted as a condition for employment must be at least 1,463 €/month.

In addition to the basic salary, holiday pay and any evening and weekend bonuses must be paid. These may not be included in the basic salary but must be shown separately on the pay slip. If the employer hires a young person for more than 60 hours, the excess hours must also be paid in accordance with the collective agreement for the sector.

If the total number of hours is less than 60 hours, the summer job voucher subsidy will be paid according to the number of hours worked. The subsidy is paid to the employer afterwards. The application must be submitted via eAsiointi by 31 October 2026.

The voucher cannot be used at the same time as other summer job schemes targeted at young people (e.g. the “Discover working life and earn” (Tutustu työelämään ja tienaa) scheme, apprenticeship or other similar model).

    2. Once you have found a suitable employee, first make sure that they have an City of Oulu summer job voucher, their home municipality is Oulu, and that they are of the right age to use the summer job voucher (born between May 1, 2008, and April 30, 2011).
    3. Agree on the salary with the young employee before they start work. You can find more information about the salary paid to a summer job voucher employee on the Salary page.
    4. Draw up a written employment contract with the young person, which both parties sign (by hand or using an official electronic signature service). Check here that the employment contract contains all the necessary information.
    5. Ask the young person for the original summer job voucher, on which the young person should enter their details. You will need the summer job voucher when filling out the subsidy application in eAsiointi.
    6. Ask the young person for their consent to disclose their data to BusinessOulu’s employment services (EU General Data Protection Regulation) for paying the summer job voucher subsidy. The consent does not need to be submitted to the city; it remains with the employer.
    7. You can pay the employee’s salary using the free fi service, which will provide you with an official pay slip to attach to your application. Pay slips prepared by an accountant or accounting firm are also accepted. Salaries must be paid into the bank account specified by the young person. Cash payment receipts, self-prepared salary receipts, or online bank receipts alone are not acceptable as pay slips.
    8. Once you have paid the young person’s salary, log in to the eAsiointi service and fill in the electronic summer job voucher application (information from the paper summer job voucher). You must attach a signed employment contract and pay slip. Read more about applying on the “Apply for subsidy via eAsiointi” page.
    9. Once the application has been processed and approved, we will pay the employer a summer job voucher subsidy of up to €400 in arrears. If the total number of working hours is less than 60 hours, the summer job voucher subsidy will be paid according to the number of hours worked. The summer job voucher application and attachments must be returned by October 31, 2026, via the eAsiointi service. Finally, please check that the application has been sent successfully.
