Employment contract

Are you hiring a young person with a summer job voucher? Great! Once you have found a suitable summer employee, first make sure that they have a summer job voucher from the City of Oulu, their home municipality is Oulu, and that they are of the right age to use the summer job voucher (born between May 1, 2008, and April 30, 2011). Ask the young person to fill in their details on the summer job voucher. You will need the summer job voucher when you fill in the subsidy application in eAsiointi after the employment relationship has ended.

Agree on the pay with the young person before they start work. The employer must pay the young person a salary in accordance with the collective agreement. The salary paid to the young person must be at least equal to the minimum salary for the job. In addition to the basic salary, holiday pay and any evening and weekend bonuses must be paid. These may not be included in the basic salary but must be shown separately on the pay slip. If the employer hires a young person for more than 60 hours, the excess hours must be paid in accordance with the collective agreement for the sector. Draw up a written employment contract with the young person, stating the necessary employment details. You can check these details via this link. Sign the employment contract with the young person by hand or using an official electronic signature service (not, for example, using a computer drawing program). The voucher cannot be used at the same time as other summer job schemes targeted at young people (e.g. the “Discover working life and earn” (Tutustu työelämään ja tienaa) scheme, apprenticeship or other similar model).

Employer obligations

Please note that the young person is employed by the employer, not by the City of Oulu. The employment relationship of a summer job voucher employee is a normal summer employment relationship between an employer and an employee. The employment relationship of a summer job voucher employee is governed by the Employment Contracts Act. In addition, the Young Workers’ Act must be complied with in the case of minors. Young people with summer job vouchers are not insured by the city, so the employer must take care of the necessary insurances. The City of Oulu is committed to complying with the UN Convention on the Rights of the Child (Child-Friendly Municipality). When employing minors, employers must comply with the Act on the Criminal Background Checks of Persons Working with Children. Employers must be prepared to present their criminal record to the City of Oulu when working with minors (Act on the Criminal Background Checks of Persons Working with Children). Employers must also take these principles into account when employing young people with summer job vouchers. The City of Oulu may request the employer to provide a report on compliance with the terms and conditions of the summer job voucher. If the employer does not comply with the above terms and conditions, the City of Oulu may refuse to pay the summer job voucher subsidy.

Shift roster

The shift roster must be drawn up for the young person for as long a period as possible, but at least for one week. The shift roster must be made available in writing to the employee in good time, at least one week before the start of the period to which it refers. Thereafter, the shift roster may be changed only with the employee’s consent or for serious reasons relating to the organisation of work. (Chapter 7, Section 30 of the Working Hours Act)

Initiation

Make sure that the young person receives adequate initiation for their job and that they have a contact person at work who they can turn to for help. The employer must provide the young person with the tools and protective equipment required for the job, instruct them in their use, and ensure occupational safety during the work period.

Employers must arrange statutory occupational health care for all their employees. Occupational health care covers all employees who are subject to the Occupational Safety and Health Act. Certificate of employment

When the employment relationship ends, please write a work certificate for the young person. The occupational safety and health website provides information on work certificates and a template that can be used to write a work certificate.
