INFORMATION ABOUT CORONAVIRUS-RELATED SUPPORT TO SOLE ENTREPRENEURS
Oulu sole proprietors can receive compensation of EUR 2,000 from the City of Oulu to help with the financial losses caused by the coronavirus situation.
The City of Oulu will open the application to sole proprietors as soon as possible and will provide more information on the details of the application during 14.4.2020. The registered city of a sole proprietor company applying for support from the City of Oulu must be in Oulu.
The aid to the sole proprietor is a lump sum of EUR 2000 for the costs of running the sole proprietor's business. These include, for example, the cost of premises and equipment acquired for business operations, as well as accounting and office expenses. The salary raised by the entrepreneur himself is not included in the costs, but the aid can be used for all other costs.
The aid is conditional on the sole proprietor's financial situation and turnover deteriorating as a result of the coronavirus epidemic after 16 March 2020 and that the sole proprietor is considered to be in a position to operate profitably.
The financial situation is interpreted to have deteriorated if the company's sales revenue has fallen by more than 30 per cent while expenses have remained at almost the same level. Revenues are estimated on the basis of the 2020 monthly accounts or account statements.
The sole proprietor must not have been in financial difficulties during the previous 12 months before 16.3.2020. If a sole proprietor has a tax debt, he or she must have a plan approved by the Tax Administration to pay the tax debt. The tax debt plan must be made before submitting the grant application.
Aid may be granted for costs incurred between 16 March and 31 August 2020.
A sole proprietor means a full-time entrepreneur engaged in economic activities in Finland and who does not have a salaried workforce. An entrepreneur is full-time if he or she is on the YEL register or can present an annual entrepreneurial income or invoicing of at least 20,000 euros. The aid does not depend on the legal form of the action or the method of financing it.
Preliminary instructions for application
To apply, fill in the form with the following information:
- Basic information of the applicant
- Description of operation
- De minimis aid previously received by the applicant for the current year and the previous two tax years
- A stabilization plan and a proposal for the use of the aid available
Attachments to be submitted to the application:
- One of the following: financial statements 2019, latest financial statements, tax return 2019, latest tax return
- Copies of accounts and / or statements of account to verify the development of sales and costs in 2020
- Tax Debt Certificate

When applying, the entrepreneur must certify that the information is correct. If the entrepreneur does the accounting himself, the information does not have to be certified by an accountant, but the entrepreneur must certify that it is correct.
